Resolve Architecture v2 intent into a canonical deployment plan
--output is supplied. File output stays beneath the working directory and can replace only an existing valid ResolvedPlan; it shares the lifecycle mutation lock. StackSpec v1 is never silently upgraded or compiled: it returns the shared typed migration report and requires an explicit migration workflow.
